Okay let's try this analogy (yes, it's a cat analogy):
I have 3 cats. Two of them are around 6 years old and they've pretty much always gotten along. The only time they didn't: when Bubba (when we just got him) found out there were toys all over the house and decided they were ALL his.
Eventually, we learned that Bubba was only interested in the toy mice. Our other one- the female- was allowed to play with the toy balls. That worked itself out.
Earlier this winter, we (okay I) ended up adopting a stray kitten that was hanging around our house. Our female has been aggressive towards her since day one. There's no real reason for it other than her being just plain old mean.
The only time she is even really allowed to play around here is if the female cat isn't around. But she does get to play when I'm playing with her.
So let's put this into gaming terms:
1) Bubba= the semi-casual or flex/normal/heroic raider that is pretty laid back
2) The female= the normal/heroic elitist for no danged reason
3) The kitten= the LFR player because she is restricted
The first two managed to make a compromise. 2 and 3 just don't get along. #2 hates #3 for no reason: #3 has never done anything to her to warrant the attitude that #2 exhibits. #2 just doesn't like her because she exists.
In fact, #2 is mainly angry because #3 gets to play with her toys. Meanwhile, #1 does not care.
This is what this whole thing reminds me of.

#1 and #2 have 100% access over everything they like. #3 is limited to what she's allowed to due to reasons not in her control.

#3 is allowed access to what her owner allows her to have access to.
In this case, the owner is Bliz.
Though she does get access to one cool toy because the female has no interest in it:
